Rich Newell

Senior Loan Manager, Neighborhood Community Development Fund
Rich serves as a Senior Loan Manager at the Neighborhood Community Development Fund.  He has 30 plus years of banking experience working in commercial loan underwriting, retail banking, and business banking.  Before joining the Neighborhood Community Development Fund in 2019, Rich worked as a Business Banker at PNC Bank. In his current role, he markets his community contacts and knowledge of commercial lending to assist potential borrowers with their lending needs. He also provides ongoing business support and technical assistance to current clients as well as prospective business clients.  In addition, Rich markets current loan products by attending and presenting solutions to clients during networking and community development events.  Rich holds a bachelor’s degree from Duquesne University.

 

 

Stefani Smith

Loan Officer, Neighborhood Community Development Fund
As a loan officer at The Neighborhood Fund, Stefani helps small business owners receive the financing and resources they need to grow their businesses. Stefani has several years of experience in business lending and development, working for five years as a branch manager at First National Bank and three years as a personal banker at Fifth Third Bank. In addition, Stefani has served as both a board member and vice president of the Wilkinsburg Chamber of Commerce, and she is currently a board member of the Wilkinsburg Development Corporation. Stefani holds a bachelor’s degree from Strayer University.

Danny McGlory

Loan Officer, Neighborhood Community Development Fund
Danny joined Neighborhood Community Development Fund in January 2023 as a loan officer with a wealth of experience in community banking, servicing retail and business customers. In her role, Danny uses her community contacts and knowledge of commercial lending to assist potential borrowers with their lending needs. Danny also provides ongoing business support and technical assistance to current and prospective clients and presents solutions to clients at networking and community development events. Prior to joining our team, Danny worked as an AVP and banking center manager at WesBanco, helping businesses grow and customers reach their financial goals. She holds a bachelor’s degree in Organizational and Leadership Behavior from Duquesne University.    

Denise Graham-Shealey

Loan Officer, Neighborhood Community Development Fund
In her role as a loan officer, Denise evaluates potential customers’ credit worthiness by processing loan applications and underwriting loans. She utilizes every resource available to help her clients meet their business needs. Prior to joining us, Denise worked for over 15 years at KeyBank as a vice president and branch manager. In 2020 she created the KeyHive, a program dedicated to providing Black business owners with resources to help them operate to their full potential. Denise earned an associate’s degree in sociology from Community College of Allegheny County in 1986. 

Tiarra Williams

Assistant Loan Officer, Neighborhood Community Development Fund
Tiarra joined Neighborhood Community Development Fund in July 2023. As an assistant loan officer, Tiarra helps manage the loan portfolio data system. Additionally, Tiarra helps with collecting and analyzing customer financial statements as well as preparing loan closing documentation. Prior to joining us, Tiarra worked for 10 years as a personal banker at WesBanco Bank, where she processed and closed loans, ordered and distributed shipments, assisted customers with financial needs and more. Tiarra earned a bachelor’s degree in corporate communications from Carlow University.  

 

Jen Harris

Director of Operations, Neighborhood Community Development Fund
Jen has over 30 years of experience working in the banking industry in various roles. She served as Neighborhood Community Development Fund Director of Operations since 2021. In this role, she acts as the key driver of operational, compliance and financial performance for The Neighborhood Fund. She also supervises the lending team and advises on talent recruitment, as well as organizational development. Additionally, she works with the leadership team to expand community development reach. Jen holds a bachelor’s degree from the University of Pittsburgh. 

 

 

Mark P. Masterson

Executive Director, Neighborhood Community Development Fund
Mark has been with Neighborhood Community Development Fund since 2006. As executive director, Mark oversees all aspects of The Neighborhood Fund, interfacing with key stakeholders and overseeing operations while implementing strategic business plans and fundraising loan capital. He has over thirty years of experience in community development and business consulting. Mark holds a master’s degree from Western Kentucky University and a bachelor’s degree from Thiel College.  

Chelsea Newcomer

Assistant to Executive Director, Neighborhood Community Development Fund
Chelsea has been with Neighborhood Community Development Fund since 2018. She serves as the assistant to our executive director, Mark. In this role, she coordinates community outreach meetings for small business microenterprise programs. She also markets small business loan products to eligible applicants, conducts application intake for loan customers, assists staff with technical support and more. Chelsea holds an associate’s degree from Frederick Community College. 

Helena Appiah-Kubi

Financial Analyst, Neighborhood Community Development Fund
Helena is the Financial Analyst at Neighborhood Community Development Fund, where she consolidates and analyzes financial data, taking into account company’s goals and financial standing. Helena provides creative alternatives and recommendations to reduce costs and improve financial performance. Helena holds a bachelor’s degree from Duquesne University.  

 

 

 

Andrew Cheeseboro

Resource Development Officer, Neighborhood Community Development Fund
Andrew has 25 years of operation management, fundraising and program development experience. While working as a consultant with nonprofits and small businesses, he focused on business development, assessment, processes, strategic planning and implementation. He also has extensive experience working in lower income communities. He oversees grant writing, prospect research, grants strategy and management of initiatives. He serves on several advisory committees and holds a Master of Public Administration and two bachelor’s degrees from The Pennsylvania State University.
